According to the Regulations on the Safety Administration of Hazardous Chemicals, hazardous chemicals refer to those highly toxic chemicals and other chemicals that are toxic, corrosive, explosive, burning or combustion-supporting and are harmful to human body, facilities and the environment.
Dangerous goods
The dangerous goods classification and commodity code (classified, under GB6944) regulation, dangerous goods is a explosive, flammable, toxic, infection, corrosive, radioactive and other hazardous characteristics, in the transport, storage, production, management, use and disposal, easy to cause life or personal injury, property damage or pollution of the environment and need special protection of material and goods.
The difference between:
Dangerous goods contain substances and articles and have special requirements on packaging. Dangerous chemicals only contain chemical substances.Therefore, some dangerous goods do not belong to hazardous chemicals, such as lithium batteries, batteries, matches, car airbags and so on.

According to the dangerous Goods Name List (GB12268), the dangerous Goods classification and The Number of the Dangerous Goods (GB6944), and based on the classification principle of the Recommendation on the Transport of Dangerous Goods - Model Regulations (TDG), the dangerous goods are divided in o 9 categories.

The difference between:
In the classification principle of hazardous chemicals, many chronic hazards to health and the environment (such as carcinogenicity, reproductive toxicity, and germ cell mutagenesis) are not adopted by the classification standard of hazardous goods, so some hazardous chemicals are not classified as hazardous goods, such as boric acid.
Iii. Customs supervision requirements
Hazardous chemicals
In accordance with the regulation on the implementation of the People's Republic of China on import and export commodity inspection, the hazardous chemical materials safety management regulations, the original quality supervision, inspection and quarantine of import and export of dangerous chemicals and its packing inspection of the regulatory issues related to announcement (30 2012), and other relevant provisions, the catalog of dangerous chemicals (2015) of the products, belong to legal inspection goods.
The customs adopts the supervision mode of "port inspection + destination inspection" for the import of hazardous chemicals. The consignee or his agent for the import of hazardous chemicals, the consignor or his agent for the export of hazardous chemicals shall apply to the Customs for inspection.
The customs shall adopt the supervision requirements of "origin inspection + port inspection" for the export of hazardous chemicals.The consignor or its agent for the export of hazardous chemicals shall apply to the customs of the place of origin for inspection and inspection.
Dangerous goods
In accordance with the Law of the People's Republic of China on Import and Export Commodity Inspection and its implementation regulations.An enterprise exporting dangerous goods to produce packagings shall apply to the Customs of the place of origin for performance appraisal of the packagings of dangerous goods.An enterprise producing dangerous goods for export shall apply to the customs of the place of origin for an appraisal of the use of the packing containers of dangerous goods.
The customs carries out "place of origin inspection" on the packaging of export dangerous goods. After passing the inspection, the Customs issues "Inspection Result Sheet on the Performance of Outbound Dangerous Goods Transport Packaging" and "Inspection Result Sheet on the Use of Outbound Dangerous Goods Transport Packaging", commonly known as "two certificates".
Special note
The safe management of the production, storage, use, distribution and transportation of hazardous chemicals must comply with the provisions of the Regulations on the Safe Management of Hazardous Chemicals.
No matter whether the hazardous chemicals are listed in the List of Legal Inspection or not, they shall apply to the Customs for inspection and inspection according to law, among which those that export hazardous chemicals belong to dangerous goods shall also apply to the customs of the place of origin for the identification of packing and use of export dangerous goods.
The import and export of hazardous chemicals used as food or food additives shall comply with relevant provisions on food safety.
For example
A certain hazardous chemical production enterprise exports a batch of xanthate. After inquiry, the product is not listed in the Legal inspection catalogue, but belongs to both hazardous chemicals and dangerous goods.
First of all, the enterprise shall purchase from the packaging production enterprise the packaging that has passed the inspection and obtained the Packing Performance Inspection Sheet of Outbound Goods transportation, and the packaging shall be completed according to the standard specifications.Apply to the customs of the place of origin for the inspection of hazardous chemicals, and apply for the identification of the use of the packaging containers of the batch of goods. After passing the inspection by the customs of the place of origin, obtain the corresponding electronic bottom account number and the Certificate of identification of the Use of The Transport Packaging of Dangerous Goods Leaving the country. After arriving at the port of departure, the goods shall be released after passing the inspection by the customs of the port.
